Born Losers: A History of Failure in America by Scott A. Sandage

This book looks at different types of "failure" in the U.S. An alternative may tbe to consider it as an exploration of the evolution of bankruptcy, though it is more broad than just that. A rise in people obtaining abundant wealth is related to a corresponding rise in people losing wealth and money. (This could even be the same person at different times.)  Some of the losers would even appeal to the "winners" to provide them aid. (They may often have legitimate claims against the winners for impeding their opportunities.) There have been various battles and concerns with the morality of forgiving debts. It feels like the book barely scratches the surface of a broad topic.
